CARE Applications
CARE is the Committee for Architectural Review and the Environment that reviews and approves applications for owners for exterior structures and landscape and shoreline changes in Keowee Key. The CARE applications are posted on the Keowee Key Website to provide easy access for residents, contractors, or builders to locate details regarding Covenants, procedures, and applications. However, it is important to be aware that CARE routinely makes changes/updates to meet changing needs. There will be some delay before these changes are reflected on the website. Therefore, if you are about to undertake a major project, please contact the CARE office to see if there are any changes that may affect you as you proceed.
IMPORTANT- CARE has a “Combined Application” which includes Repairs and Improvements, Paint for Exterior, Tree Management, Major Renovations, and Landscape, Drainage and Land Management, and Shoreline. Note : If Razing a Structure contact the CARE office.
Clicking the word “COMBINED APPLICATION” will open the document for you to submit online. You will be notified electronically of the approval or disapproval of the application. The approval notice will also include the application form for your record and posting on site. Note: The Combined Application must be submitted electronically. If you do not have access to a computer, the CARE office has one available for your use.
Combined Application Instructions
Click on the Combined Application button and enter your personal information. If you do not know the contractor’s name, and phone number, enter “TBD.” For contractor email leave blank if unknown. Most fields are mandatory.
Enter the type of work in the appropriate section. Describe your project in detail. If your project involves multiple sections, enter the information in each section. Enter paint applications and tree applications separately.
Scan and attach any drawings, sketches, surveys etc. in the “Relevant Attachments” section. You can attach up to 10MB of attachments. Provide a brief description of the attachment such as “Project Drawing”.
The small check box below the attachment section is mandatory. Clicking on it will open five important documents required for review. Please be certain to review those relevant documents with your contractor.
Provide the name of the person submitting the application, enter the projected start date, project completion date, and any other relevant information in the appropriate spaces on the bottom of the application.
Important - Click on the SUBMIT button located at the bottom right of the application to submit form. You will receive an email confirming CARE has received it.
Once the application is approved by CARE, you will receive an email notification with a link to the approved application. That will serve as your CARE application placard.
Please place that in a front window of your home.

Repairs and Improvements
Combined Application
Repairs and improvements for a property/home, which do not involve any work that is considered a Major Renovation, or Shoreline Improvements.
Examples of Projects for which an application must be submitted:
- All exterior/improvements/repairs done by an owner or outside contractor.
- Exterior alterations or remodeling of existing homes without changing footprint including enclosing an existing porch or patio, any change that will alter the exterior design of the home including doors, windows and siding, decorative renovations such as shutters, cupolas, awnings, new roof, and weathervanes.
- Non-dwelling improvements including mail/paper boxes, antennas, propane tanks, signs, flag poles, landscape lighting, walls, fences, patios, platforms, trams and stairways, satellite dishes, and driveway recoating.
Combined Application Instructions
- Enter project details in the “Details” box under the “Repairs and Improvements” heading. The box will expand as you type in information.
- If you are changing exterior paint colors enter that detail in the area under the “Paint for Exterior” header.
- If you are providing a drawing, sketch or property survey, attach it in the area under the header “Relevant Attachments” below the “Major Renovation” header.
Paint for Exterior
Combined Application
Any painting, staining or other finishing treatment of the exterior of a structure, walkway, driveway or other improvement on a Keowee Key house, lot, or on the shoreline below the 804-line (e.g. docks) requires CARE Subcommittee approval. An application is also required for any painting and/or staining, etc.
Note: In order to ensure that paint colors selected are satisfactory, a sample of the paint color for siding and foundations must be applied to a 3' X 3' area on the structure along with a section of adjacent trim before FINAL approval will be given.
Combined Application Instructions
- Enter a general description of the painting work in the “Details” box under the “Paint for Exterior” header
- Provide paint information for each house component in the associated area under “Components of Building”. Include paint/stain, manufacturer, color #, sheen, and color name
Tree Management
Combined Application
An application is required for removal of any tree, living or dead, over 4 inches in diameter measured 4 feet above the ground.
Combined Application Instructions
- Enter the number of trees removed and the number of replacement trees in the appropriate boxes under the “Tree” header.
- Enter the description of, and the reason for, the tree removal in the “Description of Tree Removal/Type of Replacement Trees” box.
- Duke Energy Lake Services (DELS) owns property below the 804 mean sea level elevation. DELS must be contacted to receive written approval for removal of tree(s) or vegetation prior to submitting a CARE application. This approval must be attached to the tree application.
- Property from 800 mean sea level elevation measured 25 foot horizontally towards the rear property is under Oconee County Natural Vegetative Buffer jurisdiction. No vegetation including tree(s), alive or dead, may be removed from this zone without a certified arborist or forester letter stating the tree(s) shall be removed. The owner must obtain a permit from Oconee County Department of Planning and Zoning before the owner submits an application for tree removal.
Landscape, Shoreline, or Drainage and Land Management
Combined Application
- A landscape plan for new house construction must be submitted no later than completion of the house and before installation begins.
- A landscape application for existing houses must be submitted if it is a major landscaping project, requires grade changes, and/or terracing.
- Drainage – any work causing a change to existing drainage.
- Shoreline applies specifically to private waterfront structures, including docks, piers, decks, patios, retaining walls, trams, shoreline stabilization, or other shoreline improvements located on Duke Energy Lake Services property or in the Oconee Natural Vegetative Buffer. An approved Duke Energy Lake Services permit must be submitted along with this shoreline application for any improvement below the 804 mean sea level elevation line.
- Provide a description of the landscape, hardscape, plantings, drainage, dock, or shoreline work in the “Details” box below the “Landscape (hardscape/plantings) or Drainage or Shoreline” header.
Major Renovations
Combined Application
A major renovation is defined as any project that increases the foundation footprint, impervious surface of the site, heated living space, or major site modifications and shall be represented by a CARE Major Renovation Application and reviewed by the Major Renovation Subcommittee Chair. Due to its complexity, a Major Renovation may be treated as a New Construction project by CARE. If so, then CARE guidelines and procedures for new construction shall be used. A Major Renovation may require fees. Refer to Schedule of Fees. A Major Renovation could be one of the following (but not limited to):
- An addition that exceeds 25% of the existing foundation
- An addition that does not exceed 25% of the existing foundation but the complexity or length of the project demands weekly observation.
- The heated interior space of the dwelling is increased by 15%, or more, of the existing heated space.
- Site renovations involving excavation, backfill, and structures that will result in substantial traffic or increased impervious surface.
- Any exterior modification that requires a County Permit.
- Any project requiring over one truckload of materials. (generally concrete and stone with an 8 cubic yard/TL).
Combined Application Instructions
- Provide a detailed description of the project in the “Details” box below the “Major Renovations” header.
- Attach drawings, sketches, floor plans and survey in the “Relevant Attachments” section.
- If painting the exterior a different color than the existing color(s) provide that detail in the “Paint for Exterior” section of the application.
- If removing trees, enter the information in the “Trees” section of the application
- If doing significant landscape/hardscape or shoreline impacting renovation, enter that information in the “Landscape/Shoreline” section.
Other Applications
New Construction
Form
When a property owner decides to build a home at Keowee Key contact the CARE office for submittal of the New Construction packet and CARE approval.
Variances
Form
A variance is an encroachment into the front, side or rear setbacks identified for the lot. Owners of existing homes approved for construction prior to 1991, may need to apply for a variance if they find that their home extends into the setback area and no variance has been applied for or granted.
Change Order
Form
Any change that is to be implemented after initial approval of a project requires a change order to be submitted in writing to CARE.
Event Signs
Form
This form is used when an organization wants to display a sign at one of the community entrance gates, or Keowee Key facilities.
Compliance Report
Form
This form is used for an owner to file a complaint to the CARE office.
